Rules & Regulations

The rules and regulations contained in this document are intended to provide a structure for the management, governing and effective use of the Shenandoah Valley Airport and to do so in such a manner as to better maintain order and protect the safety of the public and tenants of the airport.

Minimum Standards

The minimum standards contained in this document are intended to provide the minimum threshold requirements for any person wishing to provide aeronautical services to the public on the Airport. They are designed to assure the flying public of a certain level of service on the Shenandoah Valley Airport as well as protecting the existing aeronautical service providers from unqualified persons offering aeronautical services on the Airport.

AOA Badges

The AOA (Air Operations Area) is defined as all areas within the perimeter security fence of the airport, excluding the SIDA/Secure area. AOA IDs are the most common type of ID at SHD.
AOA IDs do not permit access to the SIDA/Secure Areas inside the Airline Terminal or Airline Ramp. AOA ID holders may not cross the Non-Movement line unless they are operating aircraft or are being escorted.

Badging Process

  1. Fill out the SHD Access / ID Media Application
    Fill out all the required information contained on the application. Applications may be completed online but must be signed by hand. However, do not fill out the red boxes. Bring the completed application with you to your appointment.
  2. Schedule an Appointment with the ID Office
    Utilize our online scheduler to set your appointment with the ID Office.
  3. Attend Badging Appointment
    When you attend your badging appointment, you will need to bring your completed application and two forms of proper Identification. All forms of ID must not be expired or suspended.
    We will collect your fingerprints during your appointment, verify the application data, and take your picture for your ID.

    1. Non-US Citizen Requirements
      In addition to the required documents, you will need to bring one of the following: Permanent Resident Card, Alien Registration Card, I-94 Form, Non-Immigration Visa.
  4. Security Training
    You will be required to complete a brief in-person AOA security overview.
  5. Receive ID
    Once your clearance and training requirements have been completed, the ID Office will contact you, and you will be able to pick up your ID.

SIDA Badges

SIDA (Security Identification Display Area) IDs are restricted to individuals working in or needing access to the airline terminal. Red SIDA IDs are permitted to be in the SIDA and on the General Aviation portion of the AOA. Blue SIDA IDs are allowed to be in all areas of the SIDA and AOA. Badging Process

  3. Attend Badging Appointment
    When you attend your badging appointment, you will need to bring your completed application and two forms of proper Identification. All forms of ID must not be expired or suspended.

All SHD Airport Access IDs expire annually. You are permitted to renew your ID up to 30 days before the badge expiration date. IDs that have been expired for greater than 30 days are subject to removal from the system. Once your ID is removed from the system, you will be required to re-apply as a new applicant. Failure to return expired IDs will result in the ID Holder being charged lost ID fees.

ID Renewal Process

  1. Fill out the ID Renewal Form
    Fill out the brief ID renewal form below. All information contained on the form is required to be filled out. Once you have completed the form, click “submit.”
  2. Schedule an Appointment with the ID Office
    Utilize our online scheduler to set up your renewal appointment with the ID Office.
  3. Attend ID Appointment
    When you attend your renewal appointment, you will need to bring your state-issued driver’s license and your current SHD Airport Access ID Card.
    *Blue SIDA ID – Annual Training is required. Training is conducted in person during your renewal appointment.
    *Red SIDA ID – Annual Training must be completed online before picking up your ID.
  4. Receive ID
    Once you have completed all required training and surrendered your current ID, the ID office will issue your new ID.

We have state-of-the-art t-hangars and community hangar facilities for parking your aircraft and protecting it from the elements, as well as tie-downs to secure your aircraft safely on the ramp. Although, due to increased interest, at this time, we have an extended waitlist for our t-hangers but immediate availability for tie-downs.
